Abstract

Objective: The new world order after the collapse of the Soviet Union sought to achieve a unipolar world that aims to dominate American values and norms over the international system. This idea was at odds with the foundations of many rival intellectual currents. The concern of this article is the question of the conceptual formulation of the desired order of the international system based on the concepts contained in the second step statement.
Research Methodology: The research method in this article is descriptive-analytical and focused on the statements of Ayatollah Khamenei, especially the statement of the second step of the revolution and of the documentary type.
Results: The findings of the article show concepts such as the need to demarcate the enemy, present human and natural slogans and the duality of arrogance and Islam show that the Islamic Republic of Iran, while opposing the ruling systems in international relations, seeks to achieve a new order in the world. is.
Conclusion: According to the research text, the Islamic Revolution of Iran is one of the most important countries opposed to the new world order, whose foreign policy orientations in the first forty years indicate this opposition to the current situation. On the other hand, in the second step, the Supreme Leader of the Revolution explained the vision of the second forty years of the Islamic Republic, emphasizing some issues such as the foundation of the Iranian revolution on civilization and religious values, emphasizing the separation of religion from politics, and emphasizing the failure of misguided and oppressive leaders. The left and right of modernity show criticism of the norms governing the international system.
