An Analysis of the Position of the Village in the Approvals of the Iranian Government after the Islamic Revolution (Qualitative study with content analysis approach)

Abstract

Attention to the countryside and civil activities has always been the focus of governments in the years following the victory of the Islamic Revolution in Iran, and the ratification and approval of executive bylaws in government has been one of the most important tools of governments in the field of rural development. Therefore, the present study aimed to analyze the position of the village in government approvals after the Islamic Revolution of Iran.
Methodology: A descriptive-analytical research methodology and a rural post-revolution analysis unit of eleven government post-revolutionary years during 1977-96. The source of information is the Memory of the Cabinet Rules software. Approvals were analyzed using content analysis method.
Results: The results show that the proportion of rural approvals of governments is very low. 8% and fourth government 8.7%, fifth government 4.7%, sixth government 6.7%, seventh government 8.8%, eighth government 7.2%, ninth government 11.7%, tenth government 10.9% The percentage and the Eleventh government allocated 10.8 percent of their approvals to the rural and agricultural sectors. In total, after the revolution, a total of 28,515 resolutions were approved by the cabinet, of which only 2449 were equivalent to 8.6 percent of the total area of agriculture and rural areas.
Conclusion: During the four decades after the revolution, the laws and regulations adopted to preserve and develop the villages as the smallest socio-economic unit of society were inadequate in terms of quantity and their manifestation was evident in the severe population depletion of these areas. Therefore, more attention should be paid to these areas in the cabinet and executive branch.
