Abstract

The purpose of this research is to understand the view of Ayatollah Javadi and Mr. Salehi about the content of "government" including; The goal of the government is who the ruler is, the limitations of the exercise of power and the right to protest against the government using the theoretical model of "goal-legitimacy" using the hermeneutic method. Therefore, the hypothesis "according to the rule of Shiite jurists (election-appointment) and the political results resulting from the process of modernity (citizen-rights); The view of these two Shiite jurists on "government" is a combination of Islamic-Shiite tradition and human experiences resulting from modernity. The obtained results indicate that Javadi considers the goal of the government to be the caliph of Allah and Salehi considers the government to be obliged to "take measures for the durability and stability of the Islamic community". In the field of who is the ruler; Javadi believes in the rule of jurisprudence by general installation on the part of Masoum, and Salehi considers it to belong to the jurisprudence chosen by the people. In the area of restrictions on the exercise of power: Javadi; Ijtihad, justice and management, the council of experts and the constitution are proposed, and in Salehi's thought; People's vote, consultation and non-interference in their private lives and some normative conditions are important. And finally, Javadi limits the rights of the people to the standards of Islam and the Islamic system, and Salehi leaves the people's hands free for reformative or subversive action
