"Governance Challenges from the Perspective of the Supreme Leader: A Grounded Theory Approach"

Abstract

Objective: This article examines the reasons for the inefficiency of governance from the perspective of the Supreme Leader and analyzes the strategies and consequences of this issue.

Research Methodology: The research was conducted using the grounded theory approach of Strauss and Corbin, based on an analysis of the statements of the Supreme Leader.

Findings: The findings indicate that governance inefficiency is caused by factors such as lack of transparency, weak oversight institutions, poor accountability, managerial corruption, and social divides. Intervening conditions such as international restrictions, cyberspace, environmental crises, and political factions also exacerbate this phenomenon, while contextual issues like ineffective bureaucracy, inflationary policies, legal constraints, and elitist culture provide the necessary grounds for ineffective governance.

Conclusion: The consequences of governance inefficiency in Islamic society include social issues (increased class divides, weakening social cohesion, reduced public trust, brain drain, rise in social harms such as unemployment and poverty), political issues (weakened legitimacy of the governmental system, public discontent, emergence of protest movements, increased international pressures, diminished state power), economic issues (rising inflation, closure of production units, reduced domestic and foreign investment, increased government debt, weakening of the national economy), and cultural issues (decreased public participation, weakening of national and Islamic identity, influence of foreign cultures, generational gaps).
