Abstract
Objective: This research was conducted with the aim of identifying and analyzing the components and indicators related to the concept of "Islamic government-level agents" within the thought and conduct of the Supreme Leadership. This topic holds fundamental importance, especially considering the necessity of educating and employing agents who possess characteristics and criteria aligned with the standards of the Islamic Revolution.
Methodology: The study was carried out using qualitative content analysis and by examining the statements and discourses of the Supreme Leader. Initially, the data were coded using the Maxqda software, and indicators associated with the core concept were extracted and categorized. Subsequently, exploratory and confirmatory factor analyses were employed to validate these indicators, followed by a detailed analytical process.
Findings: The results of the study indicate that the most important indicators of an Islamic government-level agent from the perspective of the Supreme Leadership include: jihadi , revolutionary, and field-based management; practical commitment to revolutionary slogans; spirituality and ethics; meritocracy; and special attention to elites. These indicators have been identified within five main components: managerial, intellectual, ethical, behavioral, and scientific , encompassing a total of 46 specific indicators.
Conclusion: The identified indicators play a foundational role not only at the individual level but also in high-level management and policy-making in achieving ideal Islamic governance. These indicators are presented as primary criteria for guiding the actions, understanding, and awareness of politicians, managers, and officials at all levels, and can serve as a practical model for realizing the goals and ideals of the Islamic Revolution.
