Framework for Evaluating the Performance of the Governments in the Islamic Republic of Iran Based on Statements of the Supreme Leader

Abstract

Research Objective: This study aims to extract and design a conceptual framework for evaluating the performance of the governments of the Islamic Republic of Iran based on the analysis of the statements of the Supreme Leader, to facilitate more precise evaluations aligned with the values and principles of the Islamic Republic system regarding government performance.

Research Method: This qualitative and applied research employed thematic analysis. In this method, the Supreme Leader’s statements during annual meetings with various government members from 1989 to 2024 were collected and examined. The data were systematically coded, and main themes were extracted to identify key criteria for evaluating government performance.

Research Findings: The research findings showed that from the total statements of the Supreme Leader during meetings with the Cabinet members over different periods, 359 initial codes were extracted. After classifying the data based on semantic similarities, a total of 29 main categories were identified according to different administrations. Ultimately, the components named as Economic Improvement and Public Welfare, Management and Reconstruction of Iranian-Islamic Culture, Acceptable Politicking, Science Production Movement, and Ethical Self-Improvement and Reflection of Officials were presented as the main criteria of the conceptual model for evaluating governments.

Conclusion: The research results showed that the proposed conceptual framework provides a comprehensive and systematic evaluation that not only determines the level of government efficiency but also has a direct impact on improving the relationship between the people and the government and enhancing the quality of governance. The more governments pay attention to and commit to these criteria, the better and more effective their performance will be.
