سبک حکمرانی سیاسی ابراهیم رئیسی در جمهوری اسلامی ایران(رویکردی تحلیلی بر سیاست‌ها و اقدامات اجرایی)

چکیده

هدف: حکمرانی سیاسی در جمهوری اسلامی ایران به‌عنوان سازوکار پیونددهنده مشروعیت دینی و کارآمدی نهادی، نقشی بنیادین در تحقق عدالت و ثبات سیاسی ایفا می‌کند. با این‌حال، پرسش اساسی آن است که الگوی حکمرانی سیاسی شهید سید ابراهیم رئیسی چه ویژگی‌هایی دارد و چگونه می‌توان آن را در قالب یک «حکمرانی خدمت‌محور» بازشناسی کرد؟ این پژوهش در پی پاسخ به این پرسش است که مؤلفه‌های نظری و عملی حکمرانی سیاسی در رویکرد شهید رئیسی چیست و چه تمایزی با الگوهای متعارف پس از انقلاب اسلامی دارد.
روش‌شناسی پژوهش: پژوهش حاضر کیفی بوده و داده‌ها از منابع کتابخانه‌ای، تحلیل گفتمان سخنرانی‌ها و اقدامات شهید رئیسی در دوره‌های قوه قضائیه و قوه مجریه گردآوری شد. تحلیل داده‌ها بر اساس چارچوب مفهومی مردم‌سالاری دینی، عدالت‌محوری، خدمت مردم‌پایه و بازتعریف رابطه دولت-ملت انجام گرفت.
یافته‌ها: حکمرانی سیاسی در رویکرد شهید رئیسی مبتنی بر تلفیق سه مؤلفه اساسی است: خدمت مردم‌پایه به‌عنوان کلیدواژه محوری، عدالت‌محوری ساختاری و ولایت‌مداری در سیاست‌گذاری. این الگو در پی بازسازی سرمایه اجتماعی و افزایش اعتماد مردم به نظام سیاسی بود. تمایز آن با الگوهای پیشین، تأکید بر مردمی‌سازی فرآیندهای حکمرانی و انسجام گفتمانی میان اندیشه امامین انقلاب و الزامات اجرایی دولت اسلامی است.
نتیجه­‌گیری: یافته‌ها نشان می‌دهد که حکمرانی سیاسی در رویکرد شهید رئیسی فراتر از گزارش عملکرد، به‌مثابه یک «الگوی نوین» قابل تداوم و توسعه است. این الگو ظرفیت آن را دارد که ضمن ارتقای مشروعیت و کارآمدی نظام، مبنایی نظری و تجربی برای بازآرایی سیاست‌گذاری عدالت‌محور در جمهوری اسلامی ایران فراهم آورد.
