تأثیر شکاف گفتمان حاکمیتی برکارآمدی جمهوری‌ اسلامی ایران

چکیده

هدف: بررسی تأثیر شکاف‌های گفتمانی موجود در جمهوری اسلامی بر مسئله‌ی کارآمدی است. در این راستا باید توجه داشت که کارآمدی شاخص ارزیابی و مقبولیت مردمی حاکمیت‌ها است. این شاخص ‌نشان می‌دهد که یک نظام سیاسی چگونه توانسته است به اهداف خود در عمل ‌‌دست یابد و یا تا چه حد با آن فاصله دارد. جمهوری ‌اسلامی، نظامی است که از ابتدای حضور خود، بر مبنای گفتمان‌اسلامی - ایرانی اهداف مشخصی را تعریف و سعی نمود که به آنها دست یابد.
روش‌شناسی پژوهش: گفتمان لاکلا و موفه
یافته‌ها: این نظام پس از گذراندن دوره‌ی تثبیت و پویایی خصوصاً در دوران جنگ تحمیلی، با وارد شدن به دوره‌ی جدید حیات خود پس از جنگ با تحولاتی چند رو‌به‌رو شد. مسئله‌ی تغییر رهبری، اصلاح قانون‌ اساسی، تمرکز بیشتر قدرت در قوه‌ی مجریه، بازسازی کشور، تغییر در نظام بین‌الملل، موجب ایجاد شکاف‌هایی در میان نخبگان درون حکومت شد و هر چه پیشتر آمد، این شکاف‌ها موجب «تعارضات گفتمانی» گردید. خرده‌ گفتمان‌های چهار‌گانه‌ای که از 1368 به این ‌سو شکل گرفت موجب شد که بخش مهمی از نیروی سیاسی کشور به ‌جای پرداختن به امور اساسی اداره کشور، به‌ رفع یا دامن زدن به این تعارضات سیاسی بپردازند.
نتیجه‌گیری: شکاف گفتمانی در جمهوری‌ اسلامی، موجب بی‌ثباتی و ناکارآمدی نظام ‌سیاسی شده ‌و انسجام قدرت را در ایران به خطر انداخته است، که همین، خود بر تداوم ناکارآمدی و بی‌ثباتی، تأثیر مستقیم گذاشته است.
