بررسی تطبیقی تأثیر «شاه» بر عملکرد مجلس شورای ملی در دو دوره قاجاریه و پهلوی اول

چکیده

هدف: هدف اصلی مقاله حاضر بررسی تطبیقی تأثیر شاه بر عملکرد مجلس شورای ملی در دو دوره قاجاریه و پهلوی اول است.
روش‌شناسی پژوهش: روش مورد استفاده در این پژوهش مقایسه تطبیقی با رویکرد توصیفی-تحلیلی است.
یافته‌ها: مجلس شورای ملی به‌عنوان نماد محدودسازی قدرت استبدادی شاه فراز و نشیب‌های بسیاری داشته است. به‌واقع این‌که آیا مجلس شورای ملی توانست قدرت شاهان قاجار و پس ‌از آن پهلوی را محدود نماید یا خیر محل مناقشه پژوهشگران حوزه سیاست و تاریخ بوده است؛ اما از آن مهم‌تر نگاه شماتیک و از بالا به عملکرد مجلس شورای ملی در دوره قاجاریه و پهلوی اول است تا به‌نوعی مشخص شود که از حیث سیاسی مجلس چه نسبتی با شاه در دو دوره مذکور برقرار نموده است.
نتیجه‌گیری: نتایج نشان می‌دهد که برخلاف تصویر ساخته‌ شده از قاجار مبنی بر تضاد دائمی با مجلس شورای ملی، آخرین شاهان قاجار فاقد توانایی لازم برای مقابله با نهاد قانونی مشروطه یعنی مجلس بودند و رضاشاه پهلوی از فقدان قدرت سیاسی مطلقه برای تجمیع برآیند قدرت مجلس به نفع خود سود برد.
