چالش‌های حکمرانی از منظر مقام معظم رهبری: ارائه نظریه‌سازی داده‌بنیاد

چکیده

هدف: این مقاله به بررسی دلایل ناکارآمدی حکمرانی از دیدگاه مقام معظم رهبری و تحلیل استراتژی‌ها و پیامدهای آن می‌پردازد.
روش ­شناسی پژوهش: پژوهش با استفاده از روش نظریه‌سازی داده‌بنیاد اشتراوس و کوربین و بر اساس تحلیل بیانات مقام معظم رهبری انجام شده است.
یافته ­ها: یافته‌ها نشان می‌دهد که ناکارآمدی حکمرانی از عواملی چون فقدان شفافیت، ضعف نهادهای نظارتی، ضعف پاسخگویی، فساد مدیریتی و شکاف‌های اجتماعی ناشی می‌شود. شرایط مداخله‌گر مانند محدودیت‌های بین‌المللی، فضای مجازی، بحران‌های محیط‌زیستی و جناح‌بندی‌های سیاسی نیز این پدیده را تشدید می‌کند و مقولات زمینه‌ای مانند بوروکراسی ناکارآمد، سیاست‌های تورم‌زا، محدودیت‌های قانونی و فرهنگ نخبه‌گرا بسترهای لازم برای حکمرانی ناکارامد را فراهم می‌کند.
نتیجه ­گیری: پژوهش نشان می‌دهد که نارسایی‌های ساختاری، هسته اصلی ناکارآمدی حکمرانی از دیدگاه مقام معظم رهبری را تشکیل می‌دهد. این نارسایی‌ها، در حوزه‌های مختلف اجتماعی، سیاسی، اقتصادی و فرهنگی منجر به اختلال در نظم اجتماعی، تزلزل در مشروعیت سیاسی، ناپایداری در بنیان‌های اقتصادی و گسست در نظام معنایی و فرهنگی جامعه می‌شوند؛ به‌گونه‌ای که پیوند میان دولت و ملت تضعیف شده، انسجام درونی جامعه دچار فرسایش گشته و افق‌های توسعه با چالش‌های جدی مواجه می‌شود.
