مبانی و اصول مذاکره‌ی سیاسی در اندیشه قرآنی امام خامنه‌ای(مدظله‌العالی)

چکیده

هدف: علی‌رغم جایگاه محوری مذاکره سیاسی در حل‌وفصل مسالمت‌آمیز منازعات در جهان معاصر، بهره‌گیری از مبانی قرآنی در این عرصه غالباً مورد غفلت واقع شده است. این پژوهش با هدف تبیین و استخراج اصول و مبانی قرآنی مذاکره سیاسی، با تأکید بر اندیشه‌ قرآنی حضرت آیت‌الله خامنه‌ای(مدّ ظلّه العالی)، انجام شده است.
روش‌شناسی پژوهش: این پژوهش با روش کیفی (تحلیلی- استنطاقی) انجام شده است، داده‌ها از طریق استخراج و گردآوری گزاره‌های مرتبط با مذاکره از آثار مکتوب امام خامنه‌ای بر مبنای انتخاب هدفمند واژگان کلیدی، گردآوری شده‌اند، در مرحله‌ی بعد، با اتکا به روش استنطاق، سؤالات پژوهش از دل داده‌ها استنباط و در نهایت، محتوای به‌دست‌آمده با استفاده از روش تحلیل محتوای کیفی، تحلیل و تبیین گردیده است.
یافته‌­ها: پژوهش نشان می‌دهد که مذاکره‌ی سیاسی در اندیشه امام خامنه‌ای بر مبانی ارزشی همچون(استقامت، استقلال، نفی سلطه، منافع متقابل) و اصول کارکردی استوار است، این اصول در دو سطح اصول راهبردی (شناختی -رفتاری) و تاکتیکی تحلیل شده است، اصول شناختی شامل(شناخت راهبرد طرف مقابل، سیاست‌ورزی حکیمانه، مصلحت ‌اندیشی هوشمندانه، عزت توحیدی، واقع‌نگری)است. اصول رفتاری (تکلیف‌مداری، منطق‌پذیری، کتمان، محاسبه عقلانی پیامد و آثار)را در بر می‌گیرد. این اصول در راستای تحقق اهداف کلان مذاکره به کار می‌روند. اصول تاکتیکی (نرمش قهرمانانه، نمایش هدفمند اقتدار، اقدام متقابل و منطق مواجهه با بی‌منطقی)در موقعیت‌های خاص مورد استفاده قرار می‌گیرند.
نتیجه­‌گیری: پژوهش نشان می‌دهد که این مبانی و اصول ظرفیت آن را دارند که در صورت التزام به آن‌ها، مسیر تأمین آرمان‌های نظام اسلامی ازجمله حفظ عزت و استقلال، تحقق عدالت و مصلحت را در عرصه مذاکرات سیاسی هموار سازند.
