هدف: هدف پژوهش نشان دادن قابلیت‌های بالای رشد و توسعه سواحل مکران است. اسناد بالادستی توسعه سواحل مکران نشان می‌دهد که با توجه به تحولات یک دهه اخیر در منطقه غرب آسیا و جنوب و شرق آسیا، ظرفیت توسعه سواحل مکران در راستای منافع ملی و فراملی در حوزه‌های گوناگون به‌ویژه اقتصاد مقاومتی و خنثی‌سازی تحریم‌ها آشکار شده است. عمران و آبادانی منطقه مکران پیوندی محکم با منافع ملی در ابعاد سیاسی و اقتصادی و ارتقای منزلت ژئوپلیتکی ایران در ساختار جغرافیایی سیاسی نوپدید غرب آسیا دارد. تأکید مقام معظم رهبری بر مسئله آبادسازی سواحل مکران پیشران توسعه سواحل مکران و توجه مسئولان به منطقه مکران گردید. نگاه انتقادی این پژوهش به غفلت تاریخی و عدم بهره‌وری شایسته از ظرفیت‌های منطقه مکران در تأمین منافع ملی می‌باشد. بر این مبنا پرسش اصلی پژوهش حاضر این است: بسته‌های ظرفیت‌زا در توسعه سواحل، که عامل رویکرد نوین حکمرانی جمهوری اسلامی ایران به این منطقه شده، کدام هستند؟ روش‌شناسی پژوهش: روش پژوهش توصیفی - تحلیلی و با تکیه بر اسنادپژوهی و استفاده از نظر نخبگان به منظور بررسی عامل چرخش نگرش حکمرانی از سیاست بری به بحری یا «راهبرد دریاگرایی» و واکاوی ماهیت و بسته‌های ظرفیت‌زای توسعه سواحل راهبردی مکران در راستای منافع ملی و فراملی در حوزه‌های گوناگون می‌باشد. یافته‌ها: یافته‌های پژوهش شاملشناسایی بسته‌های ظرفیت‌زای توسعه مکران و ارائه راهبردهای توسعه منطقه‌ای آن است. نتیجه‌گیری:نتایج پژوهش مشتمل بر بسته‌های ظرفیتی متنوع در قلمروهای جغرافیایی، سرمایه‌ای و اقتصادی و نیز عامل نگرش نوین جمهوری اسلامی به توسعه این سواحل است.
